GENERAL SUMMARY
Rely on expertise, knowledge, and technical qualifications to interpret written industry and customer standards, specifications, regulations, and site restrictions.
Recommend or initiate direct actions required to meet and comply with all requirements.
Identify issues related to the progress and quality of work performed by others and make decisions and recommendations required to satisfactorily address situations that involve staff of customers, contractors, and company employees both on and off the right-of-way.
PRINCIPAL DUTIES & RESPONSIBILITIES
Maintain communications with contractor’s field supervisory personnel to ensure all project objectives are attained.
Coordinate construction contract activities with associated company operating division.
Manage assigned staff and ensure company and field services plans, specifications, safety requirements, contracts, and schedules.
Delegate responsibilities and define limits of authority.
Ensure compliance with all provisions of various governmental regulatory permits, including personal contact with designated officials; ensure adherence to right-of-way easement provisions pertaining to the construction process.
Evaluate contract extra work requests and obtain approval from Construction Manager prior to initiating/approving extra work.
Anticipate/recognize unusual project situations involving progress, quality or monetary responsibility; make recommendations for resolving them.
Provide field administration for all field contract services.
Stay aware of all project personnel activity relative to field services or company’s total public relations, objectives, policies, as-builts, and documentation records.
Make judgments and recommendations on matters presented by others for consideration; refers final judgment on matters involving code, design or matters beyond delegated authority to the Construction Manager.
Confirm all required documents are completed and transmitted in accordance with the company’s procedures.
Ensure applicable measures are employed during construction to minimize adverse environmental impacts and complies with environmental commitments.
Enforce company environmental policies.
Assure harmony with quality control staff and contractor representatives.
Adhere to and enforce safety policies.
KNOWLEDGE, SKILLS & ABILITIES
3+ years of experience in pipeline or construction industry, plus 2 years’ experience in all phases of pipeline construction quality control.
Supervisor quality control experience in construction of pipelines and related facilities.
Knowledgeable of company maintenance and operating policies/procedures regarding major construction projects.
Judgement and decision-making skills.
Human relations and administrative skills.
Understand and fulfill design requirements related to regulatory codes governing construction of transmission pipelines/facilities.
Ability to interpret company objectives from written specifications as well as construction drawings and blueprints.
Communication skills to clearly convey the meaning of construction and contractual situations (orally and written).
Knowledgeable with preventative and counter measures available to minimize the environmental impacts of construction activities.
