Sand Springs Public Schools Position: Chief Financial Officer Position Type: Administrative/Director Location: Sand Springs Public Schools, Administrative Offices Status: Full-time, Exempt Work Days: 12 months, 240 days, 8 hours daily Reports to: Superintendent Job Summary The CFO is responsible for the financial management of the school division – development, monitoring, reporting, and execution of the school division operating and capital budgets, grants, and other funds.
Responsible for providing leadership and oversight to the areas of budget and planning, accounting, purchasing, and payroll.
The position is responsible for providing information to the public regarding the financial costs of the school division and advises the Superintendent on financial issues; communicates with the School Board, city staff, and city council; ensures compliance with state/federal regulations.
Essential Duties Develop organizational strategies by contributing financial and accounting information, analysis, and recommendations to strategic thinking and direction; Establish functional objectives in line with organizational objectives.
Implement and execute the strategic planning of financial operations for all district departments and divisions.
Provide financial leadership to the overall district and provide financial direction to the organization.
Ensure full transparency over the financial performance of the district.
Direct the establishment of ongoing financial operations to ensure fiscal responsibility to meet the needs of the schools, community, and taxpayers.
Direct the development of financial programs and methods to establish the standards and evaluation of performance.
Direct the maintenance of district records and reports as deemed necessary on behalf of the Superintendent of Schools and other executive staff to keep the Board of Education informed of district progress and future plans.
Monitors financial performance by measuring and analyzing results, initiating corrective actions, and minimizing variances' impact.
Updates job knowledge by remaining aware of new regulations, participating in educational opportunities, reading professional publications, maintaining personal networks, participating in a professional organization.
Accomplishes finance and organization mission by completing related results as needed.
Perform all other duties as assigned by the Superintendent of Schools or designee.
Directs the preparation of an annual financial report in compliance with Oklahoma and Federal law.
Reviews the financial status of the school district and makes recommendations as appropriate regarding expenditures.
Ensures compliance with accounting, disbursement, and reporting requirements of agencies from which grants have been received.
Oversees the maintenance of a continuous auditing program for all funds and assists the district's independent auditors in conducting the annual and periodic audit.
Consults with the Superintendent, School Board members, and other staff as questions arise relating to the school division's finances.
Serves as the school division's contact with members of the State Department of Education regarding financial information as required.
Oversees the school division's property, casualty, and liability insurance programs.
Models nondiscriminatory practices in all activities.

) Other Duties Attends meetings of the School Board and prepares such reports for the School Board as requested by the Superintendent.
Performs any other related duties as assigned by the Superintendent.
Qualifications Bachelor's Degree in Business Administration, Finance, Statistics or directly related field; MBA preferred.
Minimum of 5 years of experience in one of a school division's functional areas, including at least five years of experience in a supervisory capacity preferred.
Demonstrated knowledge of public school finance, budgeting, and accounting principles, gained through an extensive number of years of directly related experience.
Must clear online background check and FBI Fingerprint check through Oklahoma Bureau of Investigation.
Ability to be bonded Demonstrated knowledge of competitive bidding statutes and state purchasing procedures.
Advanced computer skills and analytical skills.
Ability to strategize and solve large-scale organizational problems.
Must possess the ability to plan and supervise the work of others.
Must possess excellent communication skills.
Must possess the ability to establish/maintain effective working relationships with students, staff, parents, & the public.
Physical Demands/Work Environment: Dexterity of hands and fingers to operate a computer keyboard, mouse and to handle other communications/computer components Noise level varies from quiet to loud Temperature varies from hot to cold Regularly lift and/or move up to 50 pounds.
While performing the duties of this job, the employee is regularly required to sit, stand, walk, go up and downstairs, operate foot and hand controls, use a telephone, and write.
This position requires accurately perceiving sound, near and far vision, depth perception, handling and working with office materials and/or objects, and providing oral information.
Must have the ability to work for the duration of the daily contracted time period and to be physically present and at assigned work, with only infrequent unexcused absences, during the contract year.
The immediate supervisor may recommend additional technical skills, knowledge, and abilities.
