GOV/JOBS* Under limited supervision, directs the activities of the Community Development Department which includes special events, permitting, licensing, farmers market, community action center, planning, zoning, development review, special projects and public transit.
*\*This position performs duties deemed to be “safety-sensitive” and is therefore subjected to random drug testing under the City’s policies.
\** *Essential Job Functions:* * Plans, organizes, staffs, and directs the daily activities of the department.
* Supervises the activities of division managers; supervises, evaluates, and disciplines personnel.
* Coordinates activities of the department with other departments, divisions, and city officials.
* Prepares and monitors the annual budget.
* Develops, reviews, revises, and enforces policies.
* Prepares reports; writes memoranda and correspondence.
* Provides professional planning and land use advice to the City Council, Planning Commission, Board of Adjustment, and other planning committees.
* Represents the city and department with various outside agencies; attends and speaks at gatherings of civic and business groups.
* Ensures that prompt and accurate response is provided to inquiries and complaints; negotiates and resolves controversial issues.
* Interprets, implements, and administers city ordinances, the Comprehensive Plan, and other city policies within the department purview.
* Continues improving the programs, policies, practices, and processes associated with meeting the strategic and operational people-issues of the City.
* Coordinates with departments on City events and promotional projects.
* Supervises contracted projects including but not limited to sustainability, zoning, innovation districts, and housing studies.
* Manages public transit for the city.
* Interprets and prepares data for various studies, reports, and plans.
* Performs other duties as assigned.
*Minimum Education and Experience:* Requires a Bachelor's Degree in a course of study related to the occupational field, supplemented by five years of related experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Possession of or ability to readily obtain a valid Class B Oklahoma driver’s license.
Licensure as a Professional Engineer in the State of Oklahoma or national certification as an American Institute of Certified Planners or the ability to obtain either within a period of one (1) year is preferred.
*Physical Requirements:* Tasks involve the ability to exert moderate physical effort in light work, typically involving some combination of balancing, climbing, crouching, feeling, grasping, handling, hearing, kneeling, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, walking and which involves some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 20 pounds).
Tasks may involve extended periods of time at a keyboard or workstation.
Job Type: Full-time Pay: $112,203.
